INDIA LAUNCHES ANTI-CIRCUMVENTION INVESTIGATION AGAINST PTFE IN CHINA

On June 19, 2020, the Ministry of Commerce and Industry of India issued an announcement saying that in response to the application submitted by the Indian company Gujarat Fluorochemicals Limited, an anti-circumvention investigation was initiated against PTFE originating or imported from China. Examine whether China’s PTFE has been changed and exported to India as PTFE Products to avoid anti-dumping measures.

The case involved products under Indian customs codes 3904, 3907, 3910, 3916, 3917, 3918, 3919, 3920, 3921, 3922, 3923, 3924, 3925 and 3926. The dumping investigation period of this case is April 2019 to December 2019 (9 months), and the damage investigation period is April 2016 to March 2017, April 2017 to March 2018, April 2018 to 2019 March and the dumping investigation period.


In view of the special situation of the new crown epidemic situation (COVID-19), stakeholders should submit relevant information to the investigation authority by email within 30 days from the date of filing.

On July 27, 2004, India initiated an anti-dumping investigation against China’s polytetrafluoroethylene originating or imported from China.

On July 26, 2010, India launched the first anti-dumping sunset review investigation against China’s PTFE.

On July 8, 2016, India launched the second anti-dumping sunset review investigation against China’s PTFE.

On June 23, 2017, India made its second final anti-dumping sunset review against China’s PTFE.

On July 28, 2017, India began to levy a five-year anti-dumping tax on China’s products involved, until July 27, 2022.
